Our Founder: Ian Andrew Barber
Ian Andrew Barber is an international lawyer specialising in public international law, human rights, digital governance, emerging technologies, international security, and refugee protection.
From 2019 to 2025, Ian held a series of roles at Global Partners Digital (GPD), where he provided legal and policy expertise on international human rights law and international humanitarian law in the digital environment. His work focused on issues relating to artificial intelligence, cyber operations, online platform regulation, and emerging technologies.
During this period he engaged in national, regional, and international processes, including at the United Nations, G20, EU, Council of Europe, and other forums addressing digital governance, human rights, and international security. Ian has also designed and delivered training programmes and lectures on international law, human rights, and digital governance for diplomats, policymakers, and civil society organisations.
Ian is a US-qualified attorney (New York & Washington, D.C.) and works on refugee protection and asylum law, supporting legal teams representing individuals seeking protection from persecution and torture.
